I just got a replacement after my original had the glue crumble and the screen went haywire. The "fix" they performed didn't work, so they sent me an upgrade.
As for the topic at hand, I, too am having the same issues (HP ENVY - 17t-ce100 CTO) . Talked with a tech for awhile, and he sent me to this forum, but, also said it probably not work.

I've already bought DELL instad of HP as my personal laptop - they have an option to control keyboard backlight.
But as my company laptop I am forced to use crap made by HP, moreover I have linux there, so the suggested fix by @Ecos__ will not work.
If any of you guys know how to fix that issue on linux mint - it would be great.

My issue was solved over the phone right at the begining by an HP tech
My laptop was brand new and i had found this thread and tried to do it myself but had dificulty doing it
So i called tech support and this friendly technicien fixed it with the file provided by Small89 on page 3 of this thread
The guy (Small89) is a genius in my oppinion and should get paid by HP for what he acheived.
After a couple of months, the problem came back but i ran the file as instructed and it worked perfectly.
Now my keyboard is working like it should and the issue never came back.
Hope you can fix yours, just hang in there, never give up, persevere and you will see the light my friend ⌨️
