After loading windows 8.1 pro instead of original windows 7, HP touchpad vertical scrolling does not work properly. HP Compaq 6730s 32 B

That's likely because of two reasons.

 

First, you probably got the Windows 8.1 OS from Microsoft so when you installed that, you blew away all the HP drivers and replaced them with the generic drivers that MS provides.  If you have tried to do a driver update on the touchpad and that does not fix it, that means MS does not have the drivers you need.

 

Second, according to your product HP page, HP does not supply Win8x drivers for it -- so you can not download them from there.

 

However, there are others here that have access to drivers I do not have, so if one of them comes along with a link to drivers that will work with Win8x and your laptop, then you will be OK.
