My laptop works completely fine if it is plugged in. If it dies however, I am unable to turn it back on with the power button. I have actually discovered that the only way to get the laptop back on is by removing the battery and plugging it in - it will then power on (automatically, not via the power button) and I am able to re-insert the battery (while keeping it plugged in.) It is super inconvenient having to completely take the laptop apart and remove the battery any time that it dies. I keep it plugged in to avoid the issue

Thank you for explaining the issue in detail. Since the laptop works normally on AC power but will not start from the power button after the battery is completely discharged, and removing/reconnecting the battery temporarily restores operation, the next step is to check the BIOS.
 

Try a BIOS Recovery

Since the system is able to start when connected to AC power, use the HP BIOS Recovery procedure:

  1. Turn off the laptop.
  2. Connect the AC adapter.
  3. Press and hold Windows + B.
  4. While holding Windows + B, press and hold the Power button for 2–3 seconds, then release the Power button while continuing to hold Windows + B.
  5. Release the Windows + B keys when the HP BIOS Update/BIOS Recovery screen appears.
  6. If prompted, select Restore BIOS and allow the recovery process to complete.

Do not interrupt the process or disconnect AC power while BIOS recovery is running.
 

Once the BIOS recovery is complete, allow Windows to start and then test the laptop again. If possible, let the battery discharge normally and check whether the laptop can subsequently be powered on using the power button without removing the battery.
 

If the same problem occurs after the BIOS recovery, run HP PC Hardware Diagnostics and perform the Battery/Power test. If the test reports a failure, provide the Failure ID.
 

If BIOS Recovery does not start or the laptop continues to require battery removal after a complete discharge, share the exact HP laptop model/product number and the battery diagnostic result so we can determine the appropriate next step.
