The speed of processor 7 in group 0 is being limited by system firmware. The processor has been in this reduced performance state for 71 seconds since the last report.

HP Laptop - 17-by3072cl is 1 Month old.
Windows 10 version 19042
Bios version F08
No issues in the event log.
When HP released BIOS version F09, I installed.
The errors below began after BIOS F09 install.
Battery is a full power for plugged in state.
Device name DESKTOP-NRUOSVQ
Processor Intel(R) Core(TM) i7-1065G7 CPU @ 1.30GHz 1.50 GHz
Installed RAM 8.00 GB (7.70 GB usable)

Pen and touch Touch support with 10 touch points

All research leads to firmware issues.
Ran Intel process or diagnistic software on issues were found with the CPU

I did decode the failure ID and it refers to the hardware related issue. As we have limited support boundaries in the support community as of now.
