can the cpu (AMD A9-9425 RADEON R5, 5 COMPUTE CORES 2C+3G) in my laptop 3JQ28AV (HP Notebook - 17z-ca000 CTO) be upgraded to one that will be windows 11 compatible?

The processor is an integral part of the motherboard and cannot be upgraded.

 

You can do an in-place upgrade from W10>W1, but you would have to use a workaround that bypasses the W11 hardware checks so you can do that.
