Greetings @budtery
Welcome to the HP Forum.
Your Laptop uses a mobile graphics chip (GTX 1050). The RTX 4060 is a Desktop graphics card.
The only way you could do the 4060 as an external graphics card is if your Laptop has integrated Thunderbolt 3 or 4 at up to 40 Gbps.
Your PC seems to be limited to 3.2 Gen 1 USB maxing out at 5 Gbps.

Greetings @budtery
My pleasure.
Many Laptops can ship with a mobile Nvidia graphics chip or a mobile AMD graphics chip.
The mobile graphics chips are usually soldered to the MB using BGA.
You would have to have a PC tech, specializing in surface mount component replacement and repair, take a look at your PC's MB to see what's going on.
You can't swap in a different BGA graphics chip similar to what's required to replace RAM or change a storage device.
