I ordered a replacement battery from an HP Authorized Parts Reseller (ITPAS) because it was no longer available from the HP parts store. I believe the authorized reseller has sent me a counterfeit battery as it does not have any of the labeling or packaging as indicated on this page: https://support.hp.com/in-en/document/ish_1997174-1380137-16

Where there should be an HP logo, someone has placed a black sticker.  I paid about 4x as much as I would have for a generic battery because I wanted to make sure I was getting an authentic battery. Was I ripped off?  If so, how can HP allow this company to be an authorized HP parts reseller?

The first photo below is the original battery that I took out of the laptop.  The following photos are of the new battery and the packaging it arrived in.  Any advice would be appreciated

We here have no control over anything sold to you by HP resellers.  Your only recourse at this point is to return the battery, demand a full refund, and buy from someone else.

Its actually the opposite of counterfeit; its a battery originally made as an HP battery but somehow the seller lost the right to sell it as HP under HP's trademark or otherwise marked as genuine.Might be too old; the seller may have had the contract with HP expire, whatever. Its likely a useable battery apart from possibly having sat on the shelf too long but if you paid for a genuine HP product you did not get what you paid for.
