New external HDD plugged into new HP Elitebook 16 inch G9 - disk is recognized and apparently functions error free. When external HDD is plugged into an older but functioning Dell tower the light does not flash and apparently works error free. The HDD is a Seagate Basic 1TB.

I read through your thread, but fail to see an actual problem if the SeaGate HDD is working, per your report.
Please enlighten me.

In working with Seagate support it was determined that the flashing light was due to a background process within Windows Defender access the drive. Disabling real time protection (stopping Windows Defender) eliminates the flashing. In order to provide best security, Windows Defender should be enabled and the cause of the flashing ignored. The functional status of the drive is O.K.
