Hi, @Asayid
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2/22H3.
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
When W11 24H2 comes out, things have changed a bit, so watch this video for how to update your W11 23H2 installation to 24H2.
How to install Windows 11 24H2 on Unsupported PC (Early Access) 2024 (youtube.com)
You should probably be able to use this video to upgrade from W10 to 23H2.
I only used the video to upgrade a couple of my older PCs to W11 24H2.
I upgraded the HP business notebook equivalent to yours (the 255 G7 with a weak AMD A4-9125 processor) and it worked fine.
You could also replace the motherboard with one listed in chapter 3 that supports the AMD Ryzen 3xxx series processors, but that would be expensive and not worth it, IMHO.
You would also need a different heatsink.

Hi @Asayid
The processor cannot be replaced because it is soldered to the motherboard.
