Unfortunately, not all HP notebooks are delivered with the HP Battery Care utility in BIOS.
Some information that HP Expert EddyK provided in an HP Ecxpert discussion, leads me to believe that it is only present on the Whiskey Lake HP Spectre x360 13-ap0000 and the HP Spectre x360 15-df0000 notebooks.
I own an example of the Whiskey Lake HP Spectre x360 13-ap0000, which does have the feature. If your notebook is an Envy model, it does not have it.
