Welcome to the HP Community --
Software and Drivers does not include Windows 11 as a selection choice.
Validity Driver for Windows 10:
Synaptics (Validity) Fingerprint Sensor Driver
The driver download / webpage does not say anything about the driver supporting Windows 11.
That said, the Information sheet for the driver includes mention of Windows 11 in section OPERATING SYSTEM(S)
https://support.hp.com/soar-attachment/870/col57634-ob-231269-2-ob-231269-2_sp96234_releasedoc.html
OPERATING SYSTEM(S):
Microsoft Windows 10 version 1903 (64-bit)
Microsoft Windows 10 version 1809 (64-bit)
Microsoft Windows 10 version 1909 (64-bit)
Microsoft Windows 10 version 2004 (64-bit)
Microsoft Windows 10 version 20H2 (64-bit)
Microsoft Windows 10 version 21H1 (64-bit)
Microsoft Windows 11 version 21H2 (64-bit)
Microsoft Windows 10 version 21H2 (64-bit)
Microsoft Windows 11 version 22H2 (64-bit)
Microsoft Windows 10 version 22H2 (64-bit)
Might be worth trying the driver...
The system is smart enough to reject the driver if it is not a good fit.
