envy x360 15-ee1083c

My hp envy x360 15-ee1083cl is almost always sitting at 100 degrees C because the fan curve does not seem to work outside of bios. As I write this there is 0 fan speed, but if I reboot, while in bios it will ramp up to cool itself off. 

I have cleaned the fans, I have ran the thermal and speed diagnostic test from the f2 menu and both are passed, but in windows. In past laptops I could somewhat force fans in power management but on this model there is no option. I updated the bios and firmware as well. Other then hard modding in a fan controller I am at a loss at how to fix this since HP seems to have hidden away all control.

There also does not even seem to be a sensor to report fan speed anywhere to see what it thinks its sending if its sending any voltage.

Is there really no software for this generation of HP laptops to control the fans?

For anyone who runs across this thread. That link brought HP Command Center to my attention and with that software I was able to force one of the four pre-programed fan curves to turn on for this model of laptop. The fans now run while in windows consistently.
