It means that the BIOS is corrupt.
Try recovering the BIOS as described in the video below.
Have you tried tapping the F2 key immediately after pressing the power button?
That may allow access to the HP PC Hardware Diagnostics UEFI which will allow you to rollback the BIOS to a previous version.
You may need to install the HP PC Hardware Diagnostics UEFI to a USB flash drive and boot from that to recover the BIOS.
