OK, it is too late to upgrade to W10 without paying, so here is a free way to reinstall W8.1:

Download the plain W8.1 64-bit ISO file from the link below using another PC.

Download Windows 8.1 Disc Image (ISO File) (microsoft.com)

You don't need a product key to download or install W8.1 because the product key is encrypted in your notebook's BIOS.

After you download the ISO file, use the free Rufus utility to transfer the ISO file to a USB flash drive so that it is bootable.

You want the first file at the top of the page

Rufus - Create bootable USB drives the easy way

Set up the Rufus menu exactly as you see it in the illustration for Windows installations.

Boot from the installation media, by having the flash drive in a USB port.

Turn on the PC.  Immediately press/tap the ESC key to get the menu of options.

Select the F9 boot options menu and from that, select the USB installation flash drive that Rufus created and press the Enter key.

After you reinstall Windows, you can install the drivers and available software from your notebook's support page.

Enter the required information at the link below and it should provide a general overview of the problem and the most likely way to fix it.

Generally when you get a code like that, you will have to install a new hard drive and reinstall the operating system.

Can't answer what your notebook replacement drive options are unless you provide the full model number or product number of your notebook, unless you want to just install another 1 TB 2.5" mechanical hard drive.

You have a HP Pavilion 17-f223cl Notebook PC.

It originally came with Windows 8.1 64 bit from HP.

Did you upgrade to Windows 10 previous to the hard drive failing?

Below is the link to the service manual, where you can find the hard drive removal and replacement procedure:

I recommend that you replace the 2.5" mechanical hard drive with a better performing 2.5" solid state drive (SSD).

I recommend this model:

Amazon.com: Western Digital 1TB WD Blue SA510 SATA Internal Solid State Drive SSD - SATA III 6 Gb/s,...

After you let me know whether or not you were on Windows 8.1 or Windows 10 when the drive failed, I will give you a free way to reinstall either version of Windows on the new drive.

I didn't update to Windows 10. I still had Windows 8.1
