I was told when i bought my laptop that it was upgradable. I have a Victus gaming Laptop 15-fb1013Dx .I know the ram can be, but can the graphics card or the CPU be changed?

No, its dedicated video card is soldered to its system board. If you wish, you have to replace a whole system board (if available) which contains

  (a) Motherboard,

  (b) CPU with integrated video,

  (c) Dedicated Video card,

  (d) Operating system (you can't reuse old license).

All above 4 components are on one piece of hardware called System board.

Regards.
