I talked to a worker in intel about my CPU not having the latest graphic updates available for it and the agent said I should ask a HP worker for help to turn my Intel® Core™ i5-6200U CPU @ 2.30GHz to a 2.80GHz

Not sure what the "worker" was trying to tell you. On that model the CPU is soldered to the board and cannot be removed or upgraded. The fastest available board only has a 2.6 ghz processor so a 2.8 ghz is just not going to happen.

If your notebook only has the onboard Intel HD graphics, see my knowledgebase article at the link below for how to manually update the Intel graphics driver to the latest version.

You don't need to upgrade the processor to update the Intel graphics driver.
