Below is the link to the Windows 7 32-bit driver page for your notebook.

 

HP EliteBook 8460p Notebook PC Software and Driver Downloads | HP® Support

 

No drivers are necessary to install W7 in your notebook.

 

If you are using a USB flash drive to install W7, make sure it is plugged into a USB 2 port, not a USB 3 port.
