I have a HP laptop 15-bs103ni. It currently has a 1TB hhd. i would like to upgrade to a M.2 NVME SSD. I opened the laptop and found that it has a M.2 slot. I fitted a Samsung 980 M.2 SSD. in the slot to see if it would work but the laptop does not start up with the SSD fitted. When I press the start button the power LED just flashes and goes off.

Your notebook is compatible with SATA3 SSD products, not NVMe.
