I think my laptop right Fan is not working properly
causing CPU overheat, and it is not at the same speed with the left Fan
I don't think it's false reading because I can't hear the fan under heavy load or while I am playing games
Unlike the left Fan increase and decrease As needed
is it safe to replace it with another one that is not HP ? I just want Fan 2 to work hard like fan 1

This is absolutely normal. Many people have posted speedfan screen shots that look very similar. Your temps are well within normal range. If you start seeing temps in the mid-90s and higher then you have a problem. Fan 2 always registers at a very low speed with speedfan. Your cooling system is working fine.
