So I wanted to upgrade the ram in my computer so i ordered an 8 gb to add to my pre-existing 4gb's. When I opened up my computer the second ram slot was there and there were no bars or whatever you call them to snap the ram card into place. I was wondering if this was a mistake or if there was a way to purchase these?

No, it is/was not a mistake.Your machine has  Intel® Pentium® N3540 with Intel HD Graphics (2.16 GHz, up to 2.66 GHz, 2 MB cache, 4 cores), its specs

therefore it ONLY has One slot of RAM as mentioned on page 1 of the manual

 

     One SODIMM non-customer-accessible/upgradable memory module slot (Pentium, Celeron processors
