"every single second"  would seem to be a bit of an exaggeration.

You can stop the opening and closing by invoking the device manager and disabling the DVD/CD-ROM devices.

While signed into Windows 10 hold down the Windows key and tap the X key. That will invoke the Device Manager.

Test the optical drive by use of the HP Hardware Diagnostics utility. Power on and immediately begin tapping the F2 key. Go to the components test, find optical disk and run the test.

If your notebook is still in warranty it can be replaced at no cost to you. If not, you can either replace it yourself or have it done at a PC/Notebook shop.

If you  are like most people and no longer use the DVD drive , just leave the device disabled in the device manager to stop the irritating opening of the optical disk.
