my webcam light is turnig on by itself . and whn i try to open the camera i cant open it. a message pops up some other app is using it right now

A couple of places to look ...

 

Check to see which programs are listed in "Startup" - there may be an application that has permission to use your webcam (camera) and that application is starting when you log into your computer.

 

Right-Click on the Taskbar > Task Manager > Startup

 

Peruse the list to see which applications are "starting" when you log in.
General Rules of Conduct:

  • If you don't recognize an application do not remove it from Startup until you know what it does.
  • If you do find an application that you know does not need to be in Startup, you can remove it:
    • Click on the application in the list to highlight > Right-Click and Disable the offending application

 

Restart the computer.

 

Check and switch  on / off the permissions for applications that access your webcam / camera

Settings > Privacy > Camera
