two power ports in HP Spectre x360

What is the difference between the two USB-C power ports? 

When connecting a HUB or a Docking Station, can we use the original HP power supply (65W) to power it,  and then power your laptop with the hub/docking station?

Please advise.

USB 3.1 Gen 2 with Thunderbolt™ Gen 3 technology,

Connects an AC adapter that has a USB Type-C connector, supplying power to the computer, and if needed, charging the computer battery.

– or –

Connects and charges a USB device that has a Type-C connector, such as a cell phone, camera, activity tracker, or smartwatch, and provides high-speed data transfer.

– or –

Connects a display device that has a USB Type-C connector, providing display output.

NOTE: Your computer may also support a Thunderbolt docking station.
