To better understand the issue, could you please provide a few more details?
- What exactly the screen is showing when you say it’s “waffling”? Is it stuck loading, looping, or just idle?
- Did you download the diagnostic tool directly from HP’s support site, or was it bundled with your system?
- Are you trying to update the diagnostic tool itself, or use it to check compatibility after upgrading from Windows 7 to Windows 10?
