There isn't really any benefit to be gained in putting in a motherboard with a higher processor. You have an i5. Likely there is an HP motherboard for your series of laptops with an i7 processor. However, the cost of the replacement board plus labor will be close to the price of a new laptop. The laptop was designed for Windows 10 but is compatible with Windows 11. Perhaps you just needed to add some drivers. There is no other reason the video would be stable with Windows 10 and flicker with Windows 11.
