Product: Hp Probook 650 G3
Operating System: Microsoft Windows 10 (64-bit)

Purchased a usb-c universal dock for a hp probook 650 G3. Have to use the included usb-c to usb A adaptor as the probook does not have usb c. Video and network come thru fine but no charging of the laptop. Does this dock charge the laptop with the supplied usb A adaptor?

I don't think the USB-C port on your machine supports Power Delivery (means you can use it to charge your machine). The specs is a bit grey/misleading:

 

   (1) USB Type C Charging Port
   (2) USB 3.0 Port (1 Charging)

 

and machine uses 4.5mm AC port to charge battery. Therefore I can say without any connection, USB-C port on your machine can only be used to charge other devices such as phones, tablets. You can't use it to charge your machine.

There is an optional apaptor for the dock that has a charging cable and the usb-A to plug into the laptop.
