I'll start by saying my buying experience with HP has been the ABSOLUTE WORST. How do I contact a person at HP? I Purchased a care pack when I bought my new laptop and was never sent the information needed to apply/register that care pack. Instead, I keep getting emails from HP trying to SELL me a service, I ALREADY BOUGHT. Then I go to this web site and I can't find ANY way to actually talk to a person. Just searching the knowledge base, which has nothing on my issue. There's isn't even a community board with any similar topics. Does anyone have suggestions about how to actually contact HP or do I just need to contact my credit card company?

I reviewed your post and I understand that you want to register the HP Carepack which you have purchased online.
As we have limited support boundaries in the support community as of now. I would request you to contact our Support Engineers and should be able to sort this out.
Please reach out to the HP Technical Support team in your region regarding the warranty.
Follow the instructions below to reach them:
1) Click on this link - https://support.hp.com/us-en/contact-hp
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the chat or get phone number options based on your preferences.
6) Fill the web form and proceed further.
If you are having trouble navigating through the above options, it's most likely because the device is out of warranty. If yes? please send me a private message with the region you are contacting us from. Check next to your profile name, you should see a little blue envelope, please click on it.
Keep me posted for any other assistance.

Thank you for the response. Your instructions worked. However, that page lists the products I own. Clicking on the laptop it shows on the page does not show me ANY contact options, it sends me to the knowledge base. That's a pretty terrible experience. Instead of clicking the specific LAPTOP, I have to click the generic laptop button and enter a serial number to request support. Even though that's how I got my product listed on the page in the first place.
