Unfortunately, I don't know why it isn't working either.
W10 automatically formats the usb drive and installs the installation file so that the flash drive is bootable.
You can try it on another PC just to see that you can boot from the media, and it brings you to the Install Now screen.
Then you can cancel the installation.
If it doesn't boot on another PC, something is not going right with the installation flash drive creation.

You can reinstall W10 by using the Media Creation Tool at the link below...

The tool will allow you to create a bootable flash drive, or you can save the download as an ISO file which you can burn to a DVD using this program below, or burn the ISO to a DVD using your DVD burners Burn ISO file option.

When you get to the part of the W10 installation script where you are asked to enter a product key, select the 'I don't have a product key option,' and W10 will install and automatically activate once you are reconnected to the internet.
You would only be able to order recovery media for W7, and HP no longer sells it for your model.
However, you can still order a W7 recovery disk set from this non-HP vendor for your model.

Did you try tapping the F9 key at the beginning of the HP welcome screen to get the boot options menu?
You should be able to select the USB flash drive from that menu, hit the enter key and the PC should boot from the USB flash drive.
If you have already tried that and your PC didn't come with a DVD drive, and it doesn't boot from the USB port, I'm not sure it will boot from a USB DVD drive either.

This this problem can happen when a removable storage device is removed files on used or is failing. Properly connecting any removal storage in responding PC May fix this problem."
I don't know what the problem is. The usb works fine. Have used it recently.
