Did you resolve your problem? I too have the blue shut down screen and cannot download anything.

I have the HP Pavillion L8VS1AV.

My computer updated to the Windows 10 Anniversary Edition.

I had so many problems, crashes, freezes webcam, browser lockups.

I make a full image back up of my computer every 30 days. I restored an image of the prior version of Windows 10 and everything started working again. EXCEPT when I "Shut Down"  or try to restart the Computer gets down to the last screen but the Power butoon light reamains on. It won't shutdown or restart.

In the list of drivers for my computer there is only a version 11 of the MEI driver.  I did obtain a version 9.5 of the driver from Intel but it will not install. I get an error message.

What can I try next?

Have you tried following these steps?

If you're still having problems, try uninstalling v11, restarting to allow Windows to automatically reinstall it, and then proceeding again starting with step 1.

I'm having issues as well on my HP Envy since attempting to upgrade to Windows 10 Anniversary Edition.  The update failed twice and has yet to install, but I've started to see some new issues creep up since then (including a separate drive being listed under My PC).

I will try to uninstall and let windows reinstall the driver. When I try to install the 9.5 MEI driver

I get a message that the "computer does not meet the minimum requirements for the software" and the driver does not install.

Did you download from HP or from Intel?  I'd first try searching HP Support to find a version specific to your model.  If one doesn't work, give the other a shot.

For my model there is only a version 11 of the driver so I had to download from Intel. In the Intel forums it said to download from the manufacturers (HP) download page.

I had this happen after a recent Windows 10 update on my HP ENVY 15 as well.  It resolved itself after another update a week or so later.

It's incredible how many glitches and issues are still present in these updates after they release them publicly.

My shut down issue remains unresolved.

My solution, and unfortunately it will not work for everyone, was to return the laptop.  Envy 13.  Could not believe a brand new laptop had to be "returned to get fixed"  I returned it for a refund instead.  HP sales support was very helpful, but am now leery about getting another HP.
