20 Jan 2022. RMA SHIM Chromebook 11 G8 Write HWID Failed.  I have this issue currently with an HP Chromebook 11 G8.  This is the second device I have had this issue with and am on my third system board from HP for the current device.  I contacted the HP Self maintainer support line for the previous device.  They had me send the entire system back for repair.  They could not/would not work with me on what I may have wrong with the installation or explain what may be the cause or the issue.  I have the latest SHIM tool for the G8 and have tried previous Gen write protect settings like removing the bottom left screw on the system board and having the battery unplugged.  Do I keep ordering system boards until I get one that works?  In my experience calling the self maintainer specific support line really doesn't help a self maintainer.

Were you able to look at the log files on the HWID failure? Were all cables connected? Including the battery?

I looked at the log but it was unhelpful to me.  Everything was connected as it should be.  I have replaced other System boards on G8s with no issue.  It wasn't anything I was doing wrong that I can find.  I sent it back to HP and they annotated that they swapped the Keyboard and got it working.  If this happens to another G8, I'll try another keyboard and warranty that as well if I need to.
