Why is the cooler so loud?

when I contacted the service, I told this information, they took my laptop away, tested it and returned it, saying that the service did not find any problems and that it has a new cooling system so it works like that ...
I understand that incompetent employees work in the Ukrainian service, so I am looking for a way out of this situation myself, I am looking for engineers who created this computer in order to try to solve the problem myself.

if there is mail, the address where I can go to solve my problem, please tell me.

Hello! I already wrote wherever possible, but I still do not receive any information what to do with the laptop. it is very hot and noisy, it seems to me when it fails I will be refused a guarantee. Tell me where to get in touch with the HP headquarters to fix my problem? In my country, a service center does not respond to my request for my complaint.
