(1) Download and install from Microsoft Source

--->>> .NET Framework 3.5 and 4.8

--->>> .NET Framework 3.5 and 4.8.1

 

(2) Restart Windows

I reinstalled Windows 11 using ISO and now everything works. I cannot explain why but thanks anyway for your support.
