It seems that HP SimplePass was the culprit for my situation.  Since, I do not need HP SimplePass, which is the fingerprint password software, I uninstalled it and restarted my computer. This remedied my problem. I would suggest uninstalling the software as opposed to deleting files. Some files may be shared with other programs and may cause problems if you delete files instead of doing

This is not working for me. We have already disabled the HP services that were mentioned on microsoft.com support page and now uninstalled the HPsimplepass and it is still circling! This is really annoying and has been getting worse and worse to the point we can hardly use the computer and now have to force shutdown.

 

What else might be causing this? Help!

After purchasing a Spectre x360 with the Home version of W 10, my client upgraded to W 10 Pro, at which time the flickering cursor appeared.  The notebook did not have Simplepass installed.  After trying many options, I deleted the user's profile that was flickering and did a restore.  The admin account and one other that was not deleted no longer flickered as a result of the restore.  However, when I recreated the normal user account, it flickered.  So we left the account in tact and did another restore.  It no longer flickers.  However, any newly created accounts flicker.  Therefore we've concluded that we'll create all the accounts we need for the user PC and then do a restore.  It's a pain, but it works.

We solved our problem. JAVA needed to be updated.

This did it! Just unclicking the Launch Site stopped the flickering.

 

It was acting as if someone were sitting on the Enter key. I was suspicious because the fingerprint swipe was not working. Also the line under its icon in the tool tray was blinking as well as the hourglass next to the cursor.

 

Thank you! Now on to the other issues I have with Windows 10.
