I just bought a refurbished HP EliteBook x360 1030 G2 and installed Windows 11 but the fingerprint setup option not working after trying out several solutions including installing a fingerprint driver

Did you try the Synaptics 5.2.5030.26 driver dated Oct 2021?

Yes, but it still did not work.

Also, the f1,f2,f3, and f4 keys are not working. Is all this due to installing Windows 11 instead of 10?

You might try the cloud recovery client.  Get window 10 back to factory settings and then do an inplace upgrade from 10 to 11.  Possibly that might allow the fingerprint and function key driver to transfer over to win11

 

Go here an expand windows 10 to get the cloud recover client.

Did the laptop come with ten originally and if so was the fingerprint and function keys all working?

If you did a clean install of 11 that would account for losing those drivers
