See if there is a hardware problem: Watch this video.
Tap the ESC key after powering on. Tap it once a second after you see the LEDs on the keyboard flash. When you see the startup menu, press F2 to run diagnostics and select the keyboard test.
If a component fails during the UEFI test then Click here to check warranty
If the keyboard passes, then the problem is windows. Is it just the keyboard or does the touch screen keyboard fail? I assume you have a touch screen .
If you attach an external (USB) keyboard, does the keyboard work?
Do all of the keys fail or just a few?
What is the laptop's exact model or product lD?

Hi Beemer Biker, this problem is insane. I connected my Bluetooth keyboard an experienced the same problem with it. I am in someone's Microsoft 365 family and I'm wondering if it could be a software problem. Or maybe my computer has been hacked. None of my apps in the 365 suite are working as before.

Is the problem with the numeric keypad or the numbers at the top?
If numeric keypad problem then see if disabling "mouse keys" helps
press the windows key plus the spacebar to see if there is a foreign or alternate keyboard setup. The keyboard should be US english

If it fails the UEFI component test then then there is a hardware problem. Most virus are in windows. A bootkit mod to the BIOS to prank the keyboard is unlikely.

Hi BeemerBiker, I just want to thank you so much for all your help. I finally decided to turn it over to the HP tech squad and they assured me they will have it working like new. I have a background in computers. I was a programmer and also took additional courses in system administration, networking and upgrades and repairs. I've been out of the business for nearly 20 years so I learned a lot from you. So thanks so much. Hope to communicate with you again sometime. Thanks again for your help.

Sometimes it is easier to replace the laptop than disassemble and replace the keyboard. You might want to copy any important files from the laptop before sending it out.
