Hey there,
I followed your instructions for the problem with the accelerometer. The warning no longer appears so I assume it's fixed. Thanks for that.
As for the hardware check, I did it again and my hard drive got a pass on all tests.
I've performed diagnostics on pretty much anything I could, as mentioned in my previous posts, with everything getting a pass. However, the only problem persisting (apart from the micro-stuttering, lag and overall substantially reduced performance) is my battery. Though plugged, it sometimes reports as "not charging". It requires me to remove and replace the battery in its socket for it to get charging again. When this "not charging" issue is appearing, UEFI diagnostics say that battery failed and needs preplacement. However, when the battering is charging, UEFI diagnostics report the Battery is just fine.
I suspect that something about my power supply is somehow linked to my dramatically reduced performance and may also be linked to this battery issue. Apart from UEFI diagnostics (which grant it a "pass"), is there any way I can test my Laptop's power supply? The battery itself is not a real concern for me, it's the severely reduced performance/lag/micro-stuttering that is my biggest issue and frustration.

Thanks for the response.
There are no proven methods to test an adapter/power supply.
However, you may try the adapter on a similar unit and check if the issue occurs again.
That’s the only way to find it out.

At this point I've tried quite a bit and there's no diagnosis...I guess I'll have to live with it until some other symptom pops up and go from there as to trying to figure out just why in the world I had this sudden severe decrease in performance...

Hey There!
After giving it some time, the extremely slow performance of my Laptop is turning out to be a real waste of time and a cause of dissapointment (not to say much frustration). So I went back at it again to find out what coud possibly be the cause of this.
To recap, up until now, starting from December, to try to fix the problem I have done, among other things as listed in this thread:
-total reset of Windows several times
-every available UEFI Bios diagnistics (everything gettting a pass)
-Updated drivers (all were up to date except for display adapters)
-Update Bios
-Updated Windows
and yet no diagnosis is found.
However, I had downloaded Intel's Extreme Tuning Utility (XTU) and I performed and ran a benchmark test: the results seem to confirm that something isn't right.
My is score is: 70 Marks.
Maximum Processor Frequency: 0.50 GHZ
Highest CPU Temp: 36 degrees Celsius
I then repeated the benchmark and the results were identical with the only difference being the Maximum Processor Frequency increasing very slightly to 0.51 GHZ
Given my specs and comparing to similar cases online these stats are way below expectation! This is the first case of me finding something abnormal so far. Do you have any suggestions?

Have you tried a system refresh (repair)? A refresh will not delete any data and will only fix the Windows issues. As the hardware tests passed, the evidence points towards the Windows OS. Though the link offers steps for Win8, they are good for Win10 also.
If the slow performance issue continues then please perform a complete system recovery. System recovery will wipe out all data and restore the computer to its original factory condition. Please refer to steps mentioned under "Recovery when Windows 10 does not start correctly" from this link.

Thanks for you quick reply. Yes I did both via Windows setting>Recovery etc. I did the complete reset/recovery more than once.
However, I should mention again that the first time around this did not work and I had to download the "media creation tool" from Microsoft to go forward.
should I try another way?

If you have performed a system recovery using the recovery partition then I suggest you to try performing a recovery using the recovery media (USB kit/DVDs) that you may have created. Otherwise, you can contact the HP phone support team to get one. Sometimes, if the issue may get resolved by using the recovery media. Please refer to this link to obtain the recovery media.

Hey there,
I did as you suggested and did yet another recovery, this time using the Recovery Media (DVD's) I just created. Unfortunately the problem persists. CPU usage doesn't pass 20-22%.
Intel's XTU tool gives me a benchmark socre of 70 marks (like before and which is exceedingly low for my computer) and the XTU monitor says my Processor Max Frequency is at 0,50 GHZ. However, CPU, Memory and Graphics stress tests receive a "Pass".
I have downloaded the Intel Processor Diagnistic Tool which gives my Processor a Pass in all its testing.
The "Plugged in, not charging" issue with my battery also popped up once but it hasn't occured again since I uninstalled and reinstalled the ACPI -Compliant Control Method Battery driver.
My power saving settings are set to "High peformance".
Why is my CPU frequency remiaining so low despite it getting passes on hardware tests (UEFI diagnostics) and the Intel tools I mentioned above?
