Too bad..do you have the Microsoft stack?
I don't know if there is much hope for Ralink still fixing their driver but lets hope so. Maybe one of the minuscule USB BT tranceivers would be the next best option.

It might still be worth a try to uninstall the Bluetooth device in Device manager, letting it remove any files if it so wishes.
Then select Rescan for new hardware in the top menus and browse again to the folder where you have just the Ralink driver skimmed from the HP sp with 7-zip.

And there is an older version of the driver package as well for which I have seen success reported with 1607 version of W10
I would try the 7-Zip driver extraction method first though before running the setup.

I dusted off two old laptops and checked what they had installed for BT. Unfortunately neither of them had the Ralink but both have a Generic BT driver from Microsoft. The only other software in the BT category is Microsoft Bluetooth Enumerator and Microsoft Bluetooth Protocol Support Driver.
That made me think that what if you try to start from a wiped table if not clean.
Do the enable tricks from message #4 just in case and uninstall every driver in the Bluetooth category and if it ask if you want to remove the files, select yes.
Then do a restart and see what Windows installs for Bluetooth. If it picks the Ralink driver it may be that it had not been removed from the system after all, you could then try installing a new driver, this time selecting the search Microsoft update.
If it doesn't find a driver, point it to the BT folder where you have unpacked the driver from the sp.
Also please check that the KB4089848 Windows update is installed as it has some BT fixes. (WinKey+R ->control->Programs and Features->View installed updates)
If it still doesn't work, give the troubleshooter another shot
(Settings->Update&Security->Troubleshoot->Bluetooth)

When looking at the Microsoft Update Catalog and searching for the Hardware ID it brings up one version

The reason for there being two separate cabs is that the larger one is the 64 bit version.
Interestingly the version says 2.3.0.0 in the main page. If you look at the driver file details with File Explorer it says 2.9.25.1000
You can manage the drivers that are currently installed in your computers driver store (the place where it looks for the drivers first by using the pnputil command from Admin command prompt.
You get a listing with pnputil -e
Enter the command by itself to get all options.
It's good to check with this command that you get rid of the old driver if you are trying something new (use the delete option if needed). You can also add the new with the command.

In the other thread @Hogweed is already getting a bit weary, no wonder, but one option would be to check if you can get another brand of module for your laptop.
Don't know if this is the right manual for your exact model, but as an example:

If you have an Intel CPU and two antennae, you could use Intel Wireless-N 7260B (part #717384-001) according to the manual above. The are cheap on Ebay etc, about 10$ including shipping from China. Just search for hp 717384-001
