HP Laptop PC 17-by4000 (18B36AV)

The story is long and lengthy but here is where I am now...
I need to load this Bios\Firmware update to a Bootable USB stick.
The 17-BY4000 has no operating system loaded so the stick needs to be setup on another machine.

I've tried to open this file on 3 different computers with 3 different OS's and the file fails to open with
an "Appcrash" error.
The computers are clean of viruses and the file systems are all in order after running SFC.
I've tried opening this file in Safe Mode but it still fails to open and load.
Another file in the same folder that's not for my machine (of course) opens and loads to the stick as it should.
Can anyone help confirm that this file is good and working ?
