Did they do a factory reinstall? If it was factory and the camera did not work then there is a hardware problem. Reboot, press F2 and run diagnostics. Test the camera.
If they simply reset windows then a factory reinstall was not performed
HP is removing cloud recovery for system over 5 years old. The actual wording is a limited time after the warranty expires. You may want to get a copy of the cloud recovery before it is too late.
Cloud recovery provides all the custom HP drivers.
Go here and enter your product ID including the 3 characters after the # character. If you have cloud recovery you can restore your system using a 64gb flash.
It may take an hour or more to create the recovery USB. Alternately, download from the MS windows store. Click here for instructions.
--------------------note that a factory install will remove any personal data

Nov 2024 Universal Cam Driver drivers for Realtek and SunPlus Windows 11
The following is more complicated, sorry
Your laptop may have a True Vision 5mp camera with a privacy door covering the lens. Make sure it is open.
Try this HP universal webcam driver dated 2024
If it does not work then try a different driver as follows
Click Browse the computer to select a specific USB Video Device driver.
Double-click Imaging Devices to expand the list of webcam drivers, right-click the webcam driver, and then select Properties. It may not be under imaging device
Make a note of the existing name of the webcam driver (Example: HP Webcam), as it might change after the update.
On the Webcam Properties window, select Update Driver
Select 'Browse my computer for drivers'
Click Let me pick from a list of device drivers on my computer.
Remove the selection from Show compatible hardware.
Select Microsoft in the Manufacturer field, and select USB Video Device in the Model field.
Click Next to install the webcam driver.
Allow the installation of the USB Video Device, and then click Close.
After the device has been updated to USB Video Device in Device
You may have to try more than one driver. Possibly an older driver will work.
If the above does not work then please provide the VEN and PID numbers that identify the camera device. For example the IR camera ID is 0408 and 545E
The actual camera is also needed, not just the IR

thank you, but it turned out those codes were not helpful
Did your try both of those drivers i listed?
Were they able to install but did not work after installing?
Did determine if your product ID can be used for a factory recovery as mentioned?

I checked the HP startup diagnostics/BIOS, but I do not see any Camera/Webcam test or option there. The camera is also not detected properly in Windows and appears as a hidden device in Device Manager. I tried the driver methods and Windows reinstallation, but the issue remains. Since the webcam is not available in the HP diagnostics, could this indicate a hardware detection issue with the internal camera or its cable?

| HP releases newer UEFI diagnostics periodically. When you select F2 during boot you are requesting UEFI diagnostics. There is an updated diagnostics package Click Here Look for the phrase 'issues outside the OS', Click the DOWNLOAD button. The version of the UEFI diagnostics is shown at the left of that DOWNLOAD button. When you press F2 to run diagnostics please ensure the version is the new one. |
Let me know what you find out when you run the camera diagnostics

It is a window problem.
1. Check Windows 11 Privacy Settings
Windows 11 frequently blocks camera access at the system level after major updates.
- Open Settings (Press Win + I).
- Navigate to Privacy & security > Camera.
- Toggle Camera access to On.
- Toggle Let apps access your camera to On, and ensure the specific app you are using (e.g., Zoom, Teams, or the Windows Camera app) has permission enabled.
2. Switch to the Generic "USB Video Device" Driver
If the HP-specific driver is glitching, forcing Windows to use its built-in generic webcam driver usually fixes it immediately.
- Right-click the Start menu and select Device Manager.
- Expand the Cameras or Imaging devices section.
- Right-click HP Wide Vision HD Camera and choose Update driver.
- Click Browse my computer for drivers.
- Click Let me pick from a list of available drivers on my computer.
- Select USB Video Device from the list (instead of the HP driver) and click Next to install it.
3. Uninstall and Force a Hardware Scan
If the camera has a yellow exclamation mark or error code:
- In Device Manager, right-click the HP Wide Vision HD Camera and select Uninstall device.
- If given the option, do not check the box to permanently delete the driver software. Click Uninstall.
- Click on Action in the top menu bar of Device Manager and select Scan for hardware changes. This forces Windows 11 to freshly rediscover the hardware and reassign a clean driver.
4. Check for Optional Windows Updates
HP often pushes its camera firmware and specific driver updates through Windows Update's optional section.
- Go to Settings > Windows Update.
- Click on Advanced options, then select Optional updates.
- Look under Driver updates for any listings mentioning Quanta, Realtek, HP, or Camera, check them, and click Download & install. Reference here
The above is all I know. If you have more questions go here
IF NONE OF THE ABOVE HELP THEN GET A CHEAP USB CAMERA THAT CLIPS TO THE TOP OF THE SCREEN.
Check reviews to ensure it works with Zoom or Teams. Note that it will not allow "hello" login on your laptop, just good for meetings.
In step 2.5 above, you may need to uncheck lto show all devices: "Show compatible hardware" like in the below picture
I hope this helps.
