Microsoft Windows 10 (64-bit)

I have one stupid picture on my desktop that I loaded from the web and I CANNOT DELETE IT.  I get no response to deleting nor clicking and attempting to move to the trash, it just won't move.  I have read two similar problems on this page and tried the solutions they received (changing to Administrator, etc) but that stupid picture is still on my desktop.  HELP!!!!

Hi!  Yes, I can see it under Explorer and it's properties.  When I bring up it's properties, then click "details" a clickable line at the bottom says "Remove properties and personal information".  I'm a little gun shy....should I click that and see what happens?  (It would be just my luck, my pc drops dead. LOL)
