HP ENVY Laptop - 15-ep0035cl

On 8/18//22, my laptop automatically updated the Intel video driver (Intel Corporation - Display - 30.0.101.1660) for my HP Envy laptop (15-ep0035cl). Immediately following, my display started singularly refreshing (blinking) whenever I use Microsoft Office (Excel and Outlook) after every keyboard "ENTER", whenever I switched over to an open Windows window, and especially whenever I use a browser (Google Chrome or Microsoft Edge). The browser use is the worst especially when videos play or popup or revolving ads appear(like a strobe light flashing). When I use certain applications, the display does none of this (like Windows Settings or even while I am typing now). Just to be sure that is wasn't the video driver update, I have performed virus scans with McAffe and MalwareBytes with no virus detections. Is there a new video driver setting I need to reset or adjust? Do I need to roll back the video driver (and to which number and how - Windows Update shows no "undo update" option?)? Do I need to perform a full laptop factory reset?

May I know from when are you facing this issue?

Did you make any hardware or software-related changes to it?

All of the details of when the screen refreshes happen are detailed in the original post. I had made no software or hardware changes between the Intel driver update and my video issue which happened within minutes after the forced video driver update. All of the repairs in the provided link apply to an upgrade to Windows 10 (so inapplicable because I am using Windows 11?). My laptop has been hard shutdown and restarted daily since 8/18/2022. All Windows updates have been installed including the optional ones. I am guessing that either a video display setting from the new driver update got reset wrong, the video driver needs to be rolled back (completely unsure which driver number to roll back to), or worst case scenario I have to reformat the entire laptop (not preferred at this point).

The screen refreshes are very predictable (like intentionally software driven). Windows long ago had the ability to return the operating system to previous installation points, but I don't see that anymore in Windows 11. I would love to start by reverting back to an older Intel video driver but am unsure which one to revert to.

I am having this same issue with my HP Pavilion. I started in safe mode and removed the display driver. It was fine for a few days after I restarted but now it's happening again. Any suggestions for a long term solve?
