Provide the product number or the complete model number of the HP product?
Meanwhile:
Check if the issue persists in BIOS screen
- Turn on or restart the computer.
- While the display is blank, press the f10 key to enter the BIOS settings menu.
Reply with the requested information for more assistance.

Did you check if the issue persists in BIOS?
If not, check if the issue persists in BIOS screen
- Turn on or restart the computer.
- While the display is blank, press the f10 key to enter the BIOS settings menu.
If the issue persists, then that is a hardware issue.
If the it looks fine in BIOS screen then update the graphics card driver.
Download and run HP Support Assistant to update the driver.
Click here and refer the document to know how to use HPSA.

I have downloaded and install the most recent driver but the problem has not resolved.
The flickerin occures suddenly and then when I changen the screen refresh rate fron 60 to 40 it does not flicker anymore for a while but then again suddenly flicker. With changing of the refresh rate it is being solved again (i.e. 60 to 40 and agin 60 and so on).
Could it be from an App or an Antivirus?. I use Mcafee...

Inform him that it could also be an issue with the app.
Create a new user account and check if the issue persists:
- Select Settings.
- Tap Accounts.
- Select Family & other users.
- Tap "Add someone else to this PC."
- Select "I don't have this person's sign-in information."
- Select "Add a user without a Microsoft account."
- Enter a username, type the account's password twice, enter a clue and select Next.
- Tap the Windows icon.
- Select the User icon at the upper left corner of the Start menu.
- Select the new user. You'll then sign into your account with your password from step.
Run a complete scan on McAfee.
