Computer says camera is being used by another device. I have exhausted all troubleshooting options for this and it is not the case.

Error message in accessing camera says:  Your camera is reporting that it is blocked or turned off by a switch or button on your device. Please unblock it or turn the switch on to use it.


Error message in accessing camera says: 

Your camera might be covered
To use your camera, you might need to slide a shutter near the camera, press a camera button on the keyboard, or slide a Camera switch on your device.

There are no such buttons or sliders on this computer.

There is a switch on the screen where the webcam is located.

 

See page 8 and 9 of Manual

Camera privacy cover By default, the camera lens is uncovered, but you can slide the
camera privacy cover to block the camera's view. To use the
camera, slide the camera privacy cover in the opposite direction
to reveal the lens.
NOTE: If you have both front-facing and rear-facing cameras,
when one camera lens is revealed and ready to use, the other is
concealed.

Thank you, but I do not see and recognize any Camera privacy cover. It is not identified visually in the manual either. There is no  Camera privacy cover on the screen. My screen is a flat touchscreen. The camera is located on the frame of the screen and there is no cover to be seen.

swipe your finger over the upper part of the screen which is in black frame. see Manual service

I found it. The light of the screen blinded me to be able to see it on the dark frame!
