Follow-up to my prior post. After doing more research I've seen the same issue mentioned on multiple forums. Some claimed to have a different model laptop but the same display/graphics card. I decided to not go with HP repair since I do have an extended warranty through the retailer (Best Buy). Normally I avoid such warranties but it is suppose to replace the entire device if they have to work on the same issues 3 times I believe.
Best Buy / Geek Squad techs did their troubleshooting, also thought it was the display, and replaced it.
Now, 2-3 months later, it is beginning to show the same display issues as before. It is not yet quite as severe as before. I plan on taking it back to Best Buy sometime in the near future for strike 2.

I have the same model and I thought changing the screen refresh rate solved the problem because after I did it worked fine both alone and plugged into 2 external monitors. Then out of nowhere it started flickering again. To the point I cannot use it at all unless plugged into external monitors. Seems very random and intermittent. Closing and opening the laptop several times until it stops is what has worked for me as well as above person mentioned. I already called HP and they want me to send it in to change the display assembly (without any troubleshooting, which makes me think this is a known issue). I'm afraid to send it in after reading all of these comments as some said they've had the display assembly changed twice with no changes and others said HP gave them a hard time about replacing under warranty. Not to mention being without a work laptop for a week!

A few things: first to clarify the flickering is just a black screen? My laptop recently (in the last month) has been occasionally flickering to a purplish screen - like the display is cutting out. It's very quick, but annoying/terrifying as I'm self-employed and need it for work. I just tried adjusting the Intel Display Power settings, and that didn't seem to do anything positive. Actually, disabling the Panel Self Refresh caused the screen to flicker, subtly, in brightness. It went away when I re-enabled the Panel Self Refresh. I've disabled the "Display Power Saving Technology" but got a flicker just a second ago. I've had problems with my HP Spectre x360 15" (7th gen) overheating before. Maybe the cutting display is a side effect....

I took mine back to Best Buy (2nd time) and they shipped it off for repair. I believe they replaced the entire display assembly again. I have had mine back for 2 weeks now and no issues thus far though I am no longer optimistic the issue will not happen again.
When my screen flickered, it is whatever is currently displayed (i.e. not a black screen). It starts subtle and over time gets increasingly worse to the point where the screen isn't legible. Closing & re-opening the lid would often temporarily clear the display.

UPDATE: I did end up sending the laptop back to have the display assembly replaced as I started to also get random screen burn that was temporary and would eventually fade away. The repair was quick and so far after a couple weeks of using it, no issues.

I can offer some insight into this issue from how I fixed mine. I have an hp spectre x360 15b11... So I had just updated my intel uhd drivers when the flickering started. I connected via HDMI to the TV and the flickering was on the TV too, also I noticed when I disable the driver the screen works fine but it's slower. I made a clean install of Windows, upgraded bios, changed drivers from intel website and hp website, still no changes. I couldn't find refresh panel settings also. Then while playing around, I uninstalled the driver and installed ho support assistant, then made a driver update from there, then went to intel graphics control panel, turned off battery saver and set to maximum performance. It also turns out hp has a custom intel uhd drivers for my laptop, so I shouldn't have gotten drivers installed from intel website.

Hey folks, I had this issue and it was driving me crazy. It would go away for a day or even a week, then be back and I'd try different things that would sometime seem to work, but then it would be back the next hour, or day, or week. Totally unpredictable...
My solution: I stopped putting my cell phone down on my desk right by the PC and have not had the issue since! Something about the cell signal interferes with the PC/screen.
