Your RTX-3060 draws 80 watts and the fan needs to run or it will shut down.

you may need to open it up and make sure the fan is not stuck or binding.

If there is no software to monitor the GPU temp then use GPU-z

it just reports usage, load and temperature.  Cannot speed up or down the fan.

I do not have HP Victus;, does it have any gaming temp control capability?

Hes, HP laptops have gaming temp control capability. When I check there, the GPU does not appear to be active.

HP released NVidia drivers Sept, 2022  This package would include game control software I assume.

If the above does not help  can you try something and report if it works?

Download MSI afterburner and  see if it can control the NVidia GPU

I used it on all of my systems that have NVidia GPUs but I do not know if it works on laptops.
