I own a HP notebook laptop, HP Thunderbolt 4G docking station and HP 27" monitor. When I am connecting the docking station through C-Type cable, it is functioning for keyboard, mouse and power but not able connect the monitor for duplicate/extend option.

the issue is simple, unfortunately you did not consult before buying the dock, but your laptop does not have a USB-C port compatible with DisplayPort, so you cannot connect an external monitor.
