HP Spectre laptop with video issues that come & go.
The screen will flicker & get blurry with fast moving lines, and then the screen will suddenly be fine.
Booting into Windows without flickering and at other times it has the flickering issue.
Upon startup the HP logo ALWAYS shows this rapid flickering - I have been unable to update my BIOS - could this be related?
I have been unable to update my BIOS.
I updated the video device drivers & ran the HP Hardware Diagnostic utility for the Video components and all tests passed.
I finally realized that when I reduce the screen brightness with the F2 key it starts the flickering. Previously this was never an issue. Also when I increase the brightness with the F3 key the flickering usually goes away but sometimes I have to move things around on the screen before it goes away.
This is almost like it is a problem caused by not enough power going to the screen an when the screen is low power or dark iit flickers and due to the fact the HP startup logo ALWAYS flickers I am trying to narrow down what is going on here with the configuration or updates needed to resolve this or if my entire screen is about to fail?

I understand the screen on your HP Spectre x360 flickers repeatedly,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
What HDMI connection are you referring to? is that an external monitor?
And is it the flickering on your laptop that stops or the monitor that doesn't have the flickering issue?
While you respond to that, here're a few things you need to do:
Please reduce or change the screen refresh rate to identify a difference:
- Right-click the desktop and click Display settings.

Under Customize your display, at the bottom, click Advanced display settings.

Under Related Settings, click Display adapter properties.

Select the Monitor tab.

Under Screen refresh rate, select another refresh rate if available.

Click OK to save the changes.

Hello, thanks for trying to help.
This is related to the Laptop's Screen (Not HDMI and Not an external monitor) This flickering or 'scrambled screen' is on the HP Laptop only. It is a recent issue within the past 4 weeks and worked fine previously!
Update: I reduced the Monitor refresh rate from 60 hertz to 40 hertz but I still have this issue upon Startup.
At startup the HP logo always looks 'scrambled'.... and once Windows 10 loads the screen appears to be 'scrambled' and therefor it is very difficult to see anything.
I have been able to force the screen into normal viewing mode by a series of steps: by 1) decreasing screen brightness so I can see the screen elements & the mouse pointer; 2) opening a window with bright screen properties; then 3) then turning UP the screen brightness all the way WHILE moving the bright screen element - this appears to "force" the screen into normal perspective!
I have been doing this work-around for the past 10 days since this makes the scrambled screen issue go away, but I would like to find a final resolution to this issue.
I will uninstall and re-install Norton and try re-installing the Video drivers again. Re-installing Windows and all my applications is not an option because I have an older version of QuickBooks that I cannot re-install on this laptop!
Any idea why I cannot update my BIOS? I would like to try that first.

2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
