@drmoonrock First, let's identify if you've got a synaptics or Elan, here's what you do to find out:
1) Check the name of the driver under the device manager of your notebook
2) Check the HP website for drivers/software under keyboard, mouse, input devices: click here (Seems to synaptics)
Once you identify the same, install the latest version of the touchpad driver by clicking here
If that doesn't get you the tab suggest by the last tech to turn off the smart sense, I suggest you download and install the synaptics software using the Microsoft store: click here for details.

It really baffles my mind how many times I've had to repeat this, but I did that already. I hit control panel, then mouse, but there's nothing that says "Touchpad settings." I also do know to expect delay which is why I check the forum only once per day. I only expressed confusion because I checked the forum yesterday, once (as usual), and saw no response submitted from you, or any other techs you might be referring to. Furthermore on your tutorial I also included plenty of screenshots that detailed specifically what appears after I click mouse to show that there is no "Touchpad settings."

@drmoonrock We are just trying to do everything we can to get you out of this situation, sure some steps seem to have been repeated but they are necessary to complete certain sequences, that said, it looks like the only other thing we can try is for us to create a new user account and check if it works on that, if the touchpad tab is still missing, I suggest you download the synaptics software using the Microsoft store: click here for details.(again) and check if it works,
If it does not, please perform a system reset: click here for details (backup all personal data into an online or external storage before you initiate a reset)
I know its too extreme, however, it seems like we've reached the end of the line.
