Last week, I reinstalled Windows 11, ver. 24H2. Then my external screen started flickering. The external screen turns black for one second, and then it turns back on. It works for about 10 seconds, and then it repeats the off-and-on cycle.

 

The external screen I use is TCL 43S403. It has been working for many years without any problem until I reinstalled the OS last week.

 

I already updated all the divers recommended by HP Support Solutions, which includes "Intel HighDefinition HD Graphics Driver" downloaded from HP.

 

The laptop own screen works normal.

 

I appreciate it if anyone out there can help.

Let’s walk through a few steps that can help stabilize the external display:

1. Check Display Refresh Rate Settings

Sometimes after a reinstall, Windows may default to a refresh rate that’s not optimal for your external monitor.

  • Go to Settings > System > Display
  • Scroll down and select Advanced display settings
  • Under your external display, check the refresh rate and set it to 60Hz, which is typically supported by the TCL 43S403

2. Roll Back the Graphics Driver

Even though you’ve installed the latest driver, sometimes the newest version may not play well with certain hardware.

  • Open Device Manager
  • Expand Display adapters
  • Right-click Intel HD Graphics, choose Properties
  • Go to the Driver tab and click Roll Back Driver (if available)

If the rollback option isn’t available, you can try manually installing an earlier version from HP’s official site:

3. Test with a Different HDMI Cable or Port

A loose or aging HDMI cable can cause intermittent signal drops. Try:

  • Using a different HDMI cable
  • Plugging into a different HDMI port on the TCL TV
  • Switching the input source manually on the TV after connecting

4. Disable Panel Self Refresh (if available)

This feature can sometimes interfere with external displays.

  • Open Intel Graphics Command Center
  • Navigate to Display > Power
  • If you see Panel Self Refresh, disable it

5. Update Monitor Firmware (if applicable)

Some TCL models support firmware updates via USB. You can check TCL’s support page for your model:

 

6. Try Safe Mode or Clean Boot

Booting into Safe Mode can help isolate whether a background app or service is interfering.

  • Press Windows + R, type msconfig, and hit Enter
  • Under the Services tab, check Hide all Microsoft services, then click Disable all
  • Restart and test the external screen
