My computer will not connect to my monitor Via a hsb-c to hdmi cable. When I plug in The cable a popup window says "For full performance, connect a higher capacity power adaptor." It use to work fine, now I get this message every time I plug in the connector. I’ve tried restarting my computer, my other laptop works with the monitor and cables.

I reviewed your post and I understand that the second screen is not getting detected on the computer.
Don’t worry, I assure you I will try my best to get this sorted.
What is the product number of your computer?
I recommend you update the BIOS and the graphics driver from the below link and check whether the issue is resolved.
